The five kinds of bag, and what each is for

Panniers hang on the sides of a rear rack. They carry the most, and they carry it low, which keeps a loaded vehicle stable. Most are sold singly or in pairs of 20 liters or so each. If you only buy one bag type for an e-bike, buy these.

Trunk bags sit on top of the rack and strap or click down. They hold less (roughly 10 to 20 liters) but are easier to reach, easier to organize, and often have fold-out side pockets for overflow. They are a good fit for commuters who carry the same few things every day: a jacket, a lock, a charger, lunch.

Baskets trade weatherproofing for speed. You drop a grocery bag in and ride. A rear folding basket carries a full bag of groceries low on the rack; a front basket is handy for small loads but puts weight on the steering.

Top-tube and frame bags sit on the frame behind the stem. They are small, usually one to two liters, and their job is easy access: phone, keys, cards, a charging cable. On many e-bikes the battery fills the main frame triangle, so a full frame bag will not fit; a top-tube bag almost always will.

Handlebar bags sit in front of the bars. They are the easiest bag to reach while stopped and the easiest to carry into a shop, but anything heavy up there makes the steering feel slow. On an e-bike, check whether the bag will cover the display or the headlight before you buy.

How much capacity you actually need

Liters are the number every bag advertises, and they are only a rough guide because a stiff box holds its shape and a soft roll-top does not. As a working scale:

• 1 to 2 liters (top-tube bag): phone, keys, wallet, a charging cable.
• 5 to 7 liters (handlebar bag): add a light jacket, snacks and a small tool kit.
• 10 to 20 liters (trunk bag or one pannier): a day's commute with a change of clothes or a laptop.
• 40 liters and up (a pair of panniers): a real grocery run, or two days of touring.

Weight matters as much as volume. Packs and racks both publish load limits, and the lower one wins. Ortlieb rates each Back-Roller at 19.8 lb, its Ultimate handlebar bag at 5 kg, and Retrospec recommends 10 lb in its Apollo basket. Topeak simply says its trunk bag is limited to the rack's own rating.

Waterproof is a rating, not a word

Almost every bag calls itself waterproof. Very few publish a rating that backs it up. The one to look for is the IP rating, the international standard for how well something keeps out dust and water. The second digit is the water part:

• IP64: sealed against dust and splashing water from every direction. Ortlieb's Back-Roller carries this rating, and it means heavy rain and road spray.
• IP54: dust-protected and splash-proof. Ortlieb's Ultimate handlebar bag is rated here.
• IP67: survives brief immersion. You will not need this on a vehicle.

Without a rating, look at construction. A roll-top closure on welded or taped seams (Ortlieb, Burley) is genuinely waterproof in practice. A zippered bag with sewn seams is water-resistant at best, which is why so many budget trunk bags ship with a separate rain cover: the cover is the waterproofing. That is fine if you remember to use it.

Why it matters more on an e-bike: the things you carry are often electronic. A spare battery, the charger, a laptop and your phone are all expensive to get wet. If any of them ride in the bag every day, pay for a real roll-top or keep them in a dry bag inside.

Will it fit your rack?

This is the question most reviews skip, and it is the one that bites e-bike owners. Pannier hooks close around the rack's top rail, and every hook system has a range.

• Ortlieb's Quick-Lock hooks fit rack tubes from 8 to 16 mm and come with inserts for thinner tubes.
• Two Wheel Gear's KLICKfix rail lists 6 to 16 mm.
• Burley's pannier hooks list 8 to 15 mm.
• Wald's folding baskets clamp tubes up to 1/2 inch (about 12.7 mm).

Many e-bike racks use thicker tubing than a traditional bicycle rack, especially racks that hold the battery. Owners of some Rad Power models, for example, report a top rail of about 0.65 inch (roughly 16.5 mm), just past the limit of most hooks. Before you buy anything, measure the top rail of your rack with a ruler or calipers. If it is over 16 mm, look at strap-mounted trunk bags, adapter rails made for your model, or the bag range your e-bike's maker sells.

Three more fit checks:

1. Heel clearance. Panniers hang beside the rear wheel, and a long rack or big feet can clip the front edge of the bag on every pedal stroke. Most hook systems slide along the rail so you can move the bag back. Check that yours can.
2. Rack load rating. Racks are tested to the ISO 11243 standard and carry a load rating, usually stamped on the rack. Racks rated to 27 kg or more are automatically approved for child seats, so some makers stop just under it. Add up the bags and their contents and stay under the number.
3. Rack-mounted batteries. If the battery sits in the rack itself, the rack top may be taken, and panniers may need to clear the battery mount. Check before assuming a trunk bag will fit.

Mounting systems: hooks, straps, and click-in plates

Hook systems (Ortlieb Quick-Lock, Rixen & Kaul KLICKfix, Ibera PakRak) are what panniers use. The top hooks grab the rail and a lower hook or strap stops the bag swinging. Good ones lock automatically when the bag is lifted onto the rack and release with a handle.

Straps are how most trunk bags attach: hook-and-loop bands around the rack. They fit almost any rack, which makes them the safe choice for e-bikes, but they are slower to take off, and a bag you have to unstrap is a bag you tend to leave on the bike.

Rail and plate systems lock a trunk bag or basket to a matching rack in one click. Topeak's QuickTrack slides onto Topeak's MTX racks only. MIK and MIK HD plates are common on European e-bikes; MIK HD is the reinforced version rated for child seats, and MIK accessories need a small key to remove. Racktime's SnapIt is a separate system and does not fit MIK racks without swapping the plate. These are excellent if your rack has one and useless if it does not, so look at your rack before you pick a bag.

Carrying the charger, the lock and the spare battery

E-bike riders carry three heavy, awkward things that other cyclists do not.

The charger is a brick with a long cable. It belongs in a waterproof bag, not a basket, and it rides better low in a pannier than on top of a trunk bag. If you only need it at work, a pannier backpack means it comes inside with you.

The lock. A good e-bike lock weighs two to four pounds. Carry it low and near the center: in a pannier, or in a pannier's lock pocket. Do not hang it from the handlebar, where it swings into the wheel and the display.

A spare battery is the heaviest thing you will carry and the most expensive to get wet. A padded, genuinely waterproof pannier is the right place. Never carry one loose in a basket.

Security: a detachable bag walks away

The same quick release that lets you take a bag into the office lets someone else take it off the rack in two seconds. The simple rule: detachable bags come with you. If you leave a bag on a parked vehicle, either leave it empty or use a system that locks. Ortlieb sells a lock for its Quick-Lock hooks and a separate anti-theft device, and MIK accessories need a key to remove. Strap-mounted trunk bags are slow to steal but also slow for you to remove, so most riders end up leaving them on.

Cargo e-bikes and folding e-bikes

Longtail cargo e-bikes usually have a wide rack and a matching bag system from the same maker, with huge side bags designed around the frame. Buy those first; general panniers often sit too high or too far back on a longtail deck. Folding e-bikes often have small rear racks and small wheels, so heel clearance is tight. A trunk bag or a front bag mounted to the frame is usually the better choice there.
